Uruguay in the 1970s. Kidnapped by terrorists, Philip Michael Santore, an American senior civil servant, is kidnapped by terrorists. But, in reality, he belongs to an international ant-terrorist group. As the police start looking for him, a journalist alerts the public, sparking off a governmental crisis.
